UN: Tourism vulnerable to climate change but also part of the solution

COP30 in Belém (Brazil) will dedicate 19–20 November 2025 to Tourism Thematic Days under the banner “Tourism Climate Action: For a Low-Carbon, Climate-Resilient Future.”

Building on the success of the first Tourism Day held in Baku in 2024 at COP29, this year’s programme represents another milestone achieved through the collaboration between the Ministry of Tourism of Brazil and UN Tourism, with support from the United Nations Environment Programme (UNEP), ensuring tourism’s continued recognition within the COP framework as a key sector for climate solutions.

UN Tourism Secretary-General Zurab Pololikashvili says:

“Tourism is once again demonstrating that it is not only vulnerable to climate change but also part of the solution. The Tourism Thematic Days at COP30 will show how collaboration, innovation, and investment can transform the sector towards a low-carbon and resilient future.”

Tourism as a Driver of Climate Solutions

The programme will bring together Ministers of Tourism and Environment, international organizations, the private sector, academia, and civil society to demonstrate how tourism can accelerate solutions across the six axes of the COP30 Action Agenda, from energy and biodiversity to food systems, finance and human development.

The COP30 Tourism Days will emphasize tourism’s unique role in supporting sustainable livelihoods, resilient communities, and regenerative economies – particularly across destinations that depend on healthy ecosystems and cultural heritage for their prosperity – while highlighting its growing interlinkages with food systems transformation, circular innovation, and inclusive development pathways.

The programme takes forward the legacy of COP29 where the inclusion of tourism in the action agenda was facilitated by the State Tourism Agency of the Republic of Azerbaijan and UN Tourism, with support from UNEP. It includes online sessions facilitated in collaboration with Travalyst and The Travel Foundation for a wider reach.

Joint Commitment to Action

The Tourism Dialogue at COP30 will build on the growing recognition of tourism as a key sector for climate solutions, focusing on strengthening governance frameworks, advancing practical measures to reduce emissions and climate risks, and enhancing collaboration and access to finance across the sector.

These efforts align with the continued implementation of the Glasgow Declaration Initiative on Climate Action in Tourism, and the operationalization of strengthened governance instruments — including the Executive Council Interinstitutional Working Group on Tourism and Climate Action, established by UN Tourism’s Executive Council Member States, and the Global Partnership for Enhanced Climate Action in Tourism.

Celso Sabino, Minister of Tourism of Brazil says: “Brazil is proud to host this global dialogue and to share our experience in developing a national climate plan for tourism. Through collective action, we can ensure that tourism protects nature, empowers communities, and supports the world’s transition to sustainability.”
